Resumo

The "sun and beach" tourist model implanted years ago on the island of Mallorca, Spain, is increasingly questioned because of its unsustainability and the high tourist pressure it imposes on the local population and the territory, while at the same time it is currently promoting marked processes of gentrification of local space and tourism phobia among the island's inhabitants. The present study aims to present tourism governance as an indispensable tool for change, in a political and legislative environment that repeatedly ignores social agents. Therefore, we propose, through a rigorous descriptive analysis of statistical data and time charts that shows the urgent need for reflection on an essential change in the tourism model on the island, that the new tourism product will be oriented towards the development of sustainable economic models that respect both the social and environmental levels and that allow for the adequate conservation of the space and the local culture, opting for the incorporation and participation of the social agents in the implementation of the product as essential pieces of the economic and social transformation, achieving a participatory management of a sustainable community-based tourism model.
