On October 15, 2021, the Law for the Promotion and Development of New Enterprises was published in the State official newsletter n.º 6,656, whose main purpose is to promote the creation and development of new enterprises with the purpose of increasing and diversifying the offer of products and services in the country, offer them a special regulation and provide certain incentives that allow the growth of the sector, as well as that of the Nation. One of the main incentives towards the entrepreneurial sector is stated in article 12 of the law, where public purchases are recognized as a source of potential demand for new enterprises, for which the authorities must establish clear criteria to privilege the participation of new enterprises in this area of public management.
