Abstract

This paper analyses the debate that took place in Spain in the sixteenth century about the poor, following the ban on begging on 1545. Specifically, in the controversy that Domingo de Soto and Juan de Robles gave rise to. It also analyzes whether the keys to the problem were specific of its time or they still happen today and finally, without giving a specific solution because given the dimensions that the problem acquires nowadays it seems impossible, we try to shed light for the reflection about the different alternatives and possibilities that open to this humanitarian crisis.
