Résumé
At present, although the current mission of the Armed Forces, throughout America Latina, is the defence of national sovereignty, before a third state, in reality their daily efforts are focused on many secondary missions. Faced with this gap between the main mission and the performance of missions unrelated to this mission, the question is how it affects the Armed Forces, their identity, their professionalism and their effectiveness by having to attend such a large number of tasks and of such a nature. disparate and with a structure, configuration and means that do not correspond to these missions. Its nature, its legal framework and its capabilities correspond to forces dedicated to external security. What type of institution results in the end? Armed forces dedicated to tasks that are not their own and that for those that are not prepared can perform them effectively? and at the same time, to the extent that they are dedicating their efforts and capacities to these secondary tasks, can they respond to their main task in the most optimal way? To achieve greater efficiency, multi-purpose brigades specializing in natural disasters, in organized crime are beginning to be created... under this trend, the Armed Forces would be composed of units dedicated to disparate tasks and not properly military, what type of institution ultimately results?
