The laws of the Hispanic Flavian municipalities prescribed the functioning of the local administration bodies, establishing different preventive and sanctioning mechanisms for possible breaches. Their detailed regulation allows us to deduce that public officials did not always perform their func¬tions with the integrity and efficiency that could be expected. This fact, together with the fact that the central administration lacked a direct control procedure that would guarantee respect for the statutory norms, highlights the important contribution of citizens to the tuitio urbis through the exercise of qui volet actions against the illegal acts that could commit the decurions, magistrates, and their auxiliary staff
