Resumen

There are a number of problems and/or complexities associated with supplying public goods and services. Knowing what we are buying, how we are doing so, and the measures that are being taken to ensure that the breadth and scope of these processes meet current demands is essential to controlling public procurement. Evaluating procurement must be at the top of the political agenda. It is a crucial aspect of any procurement system, at all stages of the purchase cycle, and must be implemented by all government officers. By analysing international studies and publications on control and public procurement, this article aims to specify the key elements which constitute control; provide an overview of the situations where there is an urgent need to control public procurement systems; and at the same time provide arguments for the use of this management function to bridge current shortcomings. Corruption and internal management is a vital part of control, which is why we must focus on both objectives equally and consider them together rather than individually
