Abstract

The article analyzes the level of compliance with Law 19/2013 in public universities in Spain, based on the applicable provisions observed in these institutions' portals, seven years after the law entered into force. The study, based on three measurements made in 2015, 2017, and 2020, compares a total of 50 Spanish public universities through a measurement tool designed and applied throughout the observed period, in which the formal (micro and macro navigation) and substantive aspects of the web portals of these public institutions are assessed. Despite the favourable evolution of the Transparency Law's implementation, during the period examined, at the level of the public institutions' web portals found out here, some dimensions still need to be addressed for the relevant compliance with the current regulation. Such is the case of substantive transparency, considered in this work. Therefore, the analyzed Spanish public institutions should guarantee the hierarchical presentation of the data exposed in their websites and greater clarity of the procedures for accessing the information available in these digital scenarios, among other aspects, favouring higher levels of transparency, and participation of all their stakeholders and citizens, from the information and management processes of these ones.
